Xin Yongfei, director of the Policy and Economic Research Institute of the China Academy of Information and Communications Technology and secretariat of the Industry and Information Technology Think Tank Alliance, pointed out in his speech that China has entered the late stage of industrialization, and is in the historical stage of deep catch-up with the advantageous industries of developed industrial countries. Fundamentally, seizing the opportunity of the new industrial revolution to promote new industrialization is China's strategic choice and the only way. At the meeting, the researchers of the Machinery Think Tank focused on the theme of the conference, and published the latest research results with the entry point of "how to deal with the trade and technology risks faced by China's manufacturing industry", "innovation and development strategy of small and medium-sized enterprises", "new trends in the transformation and upgrading of China's machine tool industry" and "reconstruction of the industrial value creation system".


Zhao Qiuyan, a researcher at the Machinery Think Tank, pointed out in the research report entitled "Trade and Technology Risks Faced by Chinese Manufacturing" that at present, China's manufacturing industry is in a period of reconstruction of the international order, a period of great power game, a period of accumulation of economic risks and a breakthrough period of scientific and technological innovation, and a period of world turbulence and change superimposed by the four phases. With the reshaping of global rules, the reconstruction of supply chains, and the redefinition of emerging technologies, the uncertainties faced by Chinese manufacturing in trade and technology continue to increase: on the one hand, in order to ensure the dominance of key areas, emerging technologies, basic technologies, etc., major countries have plugged technological loopholes through various policy tools such as export control, domestic and foreign investment review, economic sanctions, and joint allies to "restrict others"; On the other hand, major countries emphasize modern industrial strategies, strengthen industrial support measures, guide the return of manufacturing, build a manufacturing ecosystem with allies and partners, protect the domestic market, ensure the effectiveness of domestic funds, and achieve "self-development" internally.

Risks in China's manufacturing, trade and technology sectors require the government, industry and research institutions to work together to explore countermeasures. Zhao Qiuyan suggested that the relevant government departments should define the scope of basic technologies and emerging technologies according to national conditions, consolidate basic technologies, lay out emerging technologies, and strengthen the linkage of departments and policies; the industry should strengthen technological innovation, objectively and rationally look at the spillover in the gradient transfer of industries, and further expand openness and win-win cooperation in areas that can be cooperated; as a think tank, it is necessary to conduct in-depth research on the relevant theories of new trade policies and industrial policies, and consider their coordination and effectiveness from a wider range of policy tools, so as to provide reference for effective responses.


Huang Weidong, a researcher at the Machinery Think Tank, pointed out in the research report entitled "Good at 'weaving nets', small enterprises can also innovate - based on the investigation and research of the innovation ability of 300 small and medium-sized enterprises", China has become the best testing ground for scientific and technological innovation, and small and medium-sized enterprises are an important force in China's scientific and technological innovation, contributing 75% of technological innovation. In order to better understand the level of innovation ability of small and medium-sized enterprises, a large survey of 300 small and medium-sized manufacturing enterprises across the country was carried out.


The survey found that first, small and medium-sized enterprises attach importance to innovation and want to innovate very much. This can be summed up by the values of a research company: the greatness of an enterprise lies in the greatness of its employees, and the greatness of its employees lies in its creativity. However, the innovation ability of small and medium-sized enterprises in China is about 60 points, which is generally weak. Second, the ability to "weave the net" is the core of the innovation ability of small and medium-sized enterprises, which determines the height of innovation of small and medium-sized enterprises. However, there are three major difficulties in the ability of small and medium-sized enterprises to weave networks. First, the ability to weave the net is insufficient, and it is difficult for small enterprises to get close to big science; second, the power of weaving the network is not strong, and it is difficult for small and medium-sized enterprises to form an innovative determination; third, the weaving effect is not good, and it is difficult to carry out the innovation of the whole industrial chain.


Huang Weidong believes that solving the innovation difficulties of small and medium-sized enterprises requires "three forces synergy". The government should strengthen the protection of intellectual property rights, promote resource sharing, promote multi-subject cooperation, and enhance the support of the external environment. In terms of enterprises, it is necessary to strengthen the diagnosis and benchmarking of innovation capabilities, improve the construction of R&D organizations, strengthen open cooperation, etc., and enhance the endogenous power of innovation. In terms of service organizations, it is necessary to focus on improving the connection of resources, elements and knowledge, and help small and medium-sized enterprises improve their ability to integrate resources, transform achievements and output value. As one of the first batch of national public service platforms for industrial technology foundation and the national public service platform for small and medium-sized enterprises, we hope to unite more partners to help small and medium-sized enterprises improve their innovation capabilities.


Han Jingchun, a researcher at the Machinery Think Tank, pointed out in the research report entitled "From the cutting tool industry to the high-end transformation of China's equipment manufacturing industry", China's manufacturing industry has made great progress in recent years. The overall consumption and import and export data of the cutting tool industry reflect the high-end transformation of China's tool industry. Through the comparison of the overall consumption data and import and export data of the cutting tool industry for more than ten years, and the narrowing of the import and export price gap, it reflects the technological progress and high-end development of China's cutting tool industry. The changes in cutting tool materials and processing materials reflect the high-end transformation of China's equipment manufacturing industry. Through the change trend of cutting tool materials, the change trend of processing workpiece materials, and the change trend of the proportion of enterprise tool costs, etc., it reflects the high-end transformation trend of machine tools and tools in China.


Chen Chen, director of the Advanced Manufacturing Development Institute of the Machinery Industry Information Research Institute, pointed out in the research report entitled "Looking for 'upward' power and reconstructing the industrial value creation system" that the manufacturing industry is the most important and basic part of the real economy, and it is also the key to maintaining the competitiveness of a country's cities. In the past 10 years, the scale of China's manufacturing industry has reached 30% of the world's manufacturing scale, and the competitiveness of some industries has achieved global leadership, and a number of leading enterprises and iconic products have emerged. At present, the situation faced by China's manufacturing industry is becoming increasingly complex and changeable, not only facing the risks and challenges from the security of the global industrial chain and supply chain, but also ushering in the strategic opportunity of the reconstruction of the global value distribution system in turmoil, the industrial competitiveness continues to increase, China is becoming an important component of the global value chain, but the status of the industrial chain needs to be improved. A large number of enterprises have begun to explore upwards, constantly exploring "how to meet customers' faster and higher requirements", "why it is difficult to design high-value products", "how to carry out high-level system integration", "how to produce 2,000 products in 5 days to meet global high-end customers", "how to carry out value chain jumping".


Chen Chen pointed out that the power of digitalization is driving the accelerated deconstruction and reconstruction of the value chain, and is constantly constituting a new value creation system. On the one hand, technology brings new products, new processes and new tracks, and on the other hand, digitalization brings a new division of labor model, which greatly increases efficiency, greatly reduces costs, greatly enhances flexibility, and greatly improves quality. Digitalization has also formed three forms, one is the value creation system based on industrial clusters, the second is the new value system based on the chain master enterprise, and the third is the new value system based on the ecological platform. Manufacturing enterprises should attach importance to knowledge, build a knowledge-driven value system, attach importance to digital transformation, plan digital paths according to local conditions, continuously integrate into the upward potential energy and new value creation network, create value in the discovery of value, realize value in network connection, and continue to create and manage unique "intangible assets".
